At the same time, a well-run correctional system isn't just about incarceration — it's about reducing recidivism and giving people a real path back. Will Tobin supports evidence-based reentry programs, mental health and substance abuse treatment inside the facility, and the kind of workforce partnerships that help formerly incarcerated residents become contributing members of the community. Will Tobin knows this firsthand: before his military career he served as a Berks County Park Ranger, working directly in the county's parks and green spaces. Reading Regional Airport is an underutilized economic asset with real potential — for cargo, charter, and eventually commercial service. Will Tobin will use the county's seat at the table to advocate for the investment and partnerships needed to grow the airport into the economic driver this region deserves. On passenger rail, the county's role is to be a persistent, credible advocate with state and federal partners to bring reliable rail connectivity back to Berks County — connecting our workforce to regional job markets and reducing pressure on our roads.

Berks Heim & Senior Care
Protect Berks Heim — a promise we made to our seniors.
Berks Heim is a county-owned and operated nursing home that has served Berks County's most vulnerable seniors for generations. Like many county-run long-term care facilities across Pennsylvania, it faces real financial pressure — rising operating costs, Medicaid reimbursement rates that don't keep pace with expenses, and the ongoing challenge of competing with private providers. The easy answer is to sell it or close it. Will Tobin believes that's the wrong answer.
Berks Heim exists because the county made a commitment to its seniors — especially those who cannot afford private care. Will Tobin is committed to doing the hard work of finding operational efficiencies, pursuing every available state and federal funding stream, and exploring public-private partnerships that preserve county ownership and the quality of care residents depend on. Closing Berks Heim should be the last resort, not the first.

As Deputy Director of the Berks County Department of Veterans Affairs, Will Tobin works every day to make sure Berks County veterans get the benefits, services, and support they've earned. As commissioner, he will fight to ensure the Berks County Department of Veterans Affairs is fully funded, properly staffed, and empowered to reach every veteran in this county — especially those who don't know what they're entitled to or don't know where to turn. No veteran in Berks County should fall through the cracks. Not on his watch.
